According to IATA Lithium Batteries as Gargo in 2016 Update , Lithium ion cells and batteries must be offered for transport at a state of charge (Soc) not to exceed for 30% of their rated design capacity. But how can shippers know what state of charge lithium ion cells or batteries is when they are ready to ship ?
