Q: I would like to know if I could have the battery constantly connected to an active charger (For example your CH-UN180) while drawing power from the charge to power the circuits meant to be powered by the battery. I would like to use your smart Charger as a power supply, could I ?
A: A charger works differently than an adapter. A charger once detect the battery is full, it will stop output any charging current. The only way to have the charger charging again is by physically disconnect the charger from the battery and reconnect to reset the charger. Otherwise, there is no charging current and it could also cause reverse current flow and drain your battery.
