This board appears to work, however as another reviewer commented the board will not activate even on a fully charged battery. My workaround for this was to solder a micro button between positive input and positive output, so when depressed there is a momentary bypass of the board which somehow kick starts it into action. I think I almost like this.

Works, but has a few quirks

Appears to work as advertised, however the solder pads for the cell tabs are alarmingly close together. A steady hand is recommended when assembling a pack. Also, if you attach one of these to a battery pack and read zero volts across the output, trying connecting the charger to it (the assembled pack) for a moment, and then checking the output voltage again. It seems that occasionally the board won't activate until its put on a charger, even with fully charged cells attached.
