Not the cell pictured

I recently purchased this cell, but received something different. The cells I received are blue, have uneven wrapping, and appear to contain a large amount of cardboard. I contacted customer service, but they continue to ensure me that it is the same as what is in the picture. I tested one cell to have a capacity of 1340 mAh. Not good business...
